PRIORITY DIRECTIONS FOR THE MODERNIZATION OF CONTEMPORARY SOCIAL POLICY

Abstract

This article examines the priority directions for the modernization of contemporary social policy in
Uzbekistan within the context of socio-economic transformation and sustainable development objectives. The study
analyzes key institutional reforms implemented during the years of independence, focusing on labor market regulation,
social protection of vulnerable population groups, pension system improvement, and the development of education
and healthcare systems. Particular attention is given to gender equality policies, youth development programs, housing
initiatives, and environmental sustainability measures as integral components of the national social policy framework.
The research is based on qualitative institutional analysis and policy review, allowing the identification of
structural interconnections between social reforms and economic modernization processes. The findings indicate that
Uzbekistan is gradually forming a socially oriented development model in which economic growth is combined with
inclusive welfare mechanisms and human capital investment. The study concludes that further modernization of social
policy requires strengthening digital governance tools, improving policy targeting, and integrating sustainability
principles into long-term development strategies.
