Organizational structure of creation of tourist clusters

This article provides a comprehensive analysis of the organizational structure of tourism clusters and
their main elements. The study identifies five key components that ensure the sustainability and competitiveness
of tourism clusters: 1) the foundation of the cluster, 2) the cluster core, 3) partner entities providing tourism services,
4) tourism infrastructure and infostructure, and 5) the cluster management system. The article argues that
the organizational structure of a tourism cluster is not only a form of economic integration but also an effective
management model that strengthens regional competitiveness. Particular attention is paid to the role of public
private partnerships, the importance of innovative approaches, and the coherence of marketing and investment
policies in the formation of tourism clusters. The research draws on current trends in tourism development, regional
clustering experiences, and examples of successful international practices. Based on the analysis, scientifically
grounded recommendations have been developed to improve the organizational structure of tourism clusters under
the conditions of Uzbekistan.
